Finding sufficient housing places for the heavier category homeless remains a challenge.
Since the regular shelters are overcrowded, some homeless people with complex problems are now also going to the winter emergency shelter. They often lose their place in the regular shelters because it is difficult to make arrangements with this group. That leaves only the choice between the street or the winter emergency shelter from which they then make a conscious choice. Unfortunately, those who choose the street sometimes cause nuisance again, as they now notice at Strijp-S.
